Lucknow's State Capital Region and Master Plan 2051: what is planned for the next 25 years

You will hear "SCR" more and more in Lucknow property news. It stands for the State Capital Region: Lucknow plus the districts around it, planned together, on the lines of the National Capital Region around Delhi. Here is what it covers, what is planned, and how much of it is real today.

Which districts are in it

According to a July 2026 report, the State Capital Region covers six districts:

  1. Lucknow
  2. Sitapur
  3. Hardoi
  4. Unnao
  5. Rae Bareli
  6. Barabanki

Together they cover about 26,000 square kilometres. Be aware that earlier reports, from 2023 and 2024, also included Kanpur and Kanpur Dehat and gave larger areas, between about 28,000 and 34,000 square kilometres. The six-district version is the most recent.

Master Plan 2051

The Lucknow Development Authority has started preparing a GIS-based Master Plan 2051 for the region: a long-term plan for where homes, industry, roads and green areas should go. A consultant team is to prepare the detailed project report. As of our last check, the plan was still being prepared, not adopted.

Projects in the pipeline

A review chaired by the state's Chief Secretary in July 2026 covered 29 projects for the region. According to that report, it included:

  • detailed project reports approved for 10 new metro corridors covering nearly 150 km;
  • a State Capital Ring Road;
  • new industrial parks and logistics hubs.

The LDA's two new townships, Varun Vihar near the Agra Expressway and Naimish Nagar on the Sitapur Road side, launched in September 2026, are part of the same push.

How to read all this

  • Plans are not projects. An approved project report means a road or metro line has been designed and costed. It does not mean money has been set aside or work has started. Lucknow's own outer ring road and the East-West metro line both took years longer than first announced.
  • Look for the three signs of a real project: money sanctioned in a budget or cabinet decision, a contractor appointed, and work visible on the ground.
  • Do not pay extra today for something promised for 2040. Buy or rent for what an area offers now, and treat future projects as a bonus.

What it means for renters

For the next few years, the SCR will change little about where Lucknow's tenants live. Jobs, schools and hospitals are still concentrated in the city's established areas. Over a decade, new industrial parks and metro lines could open up towns like Barabanki and Unnao as places to live and commute from, and bring more renters from outside the city into Lucknow itself.
